Describe the bug
This was reported in the forum. When a user has a device time zone set to Germany (with local time 6pm) and tries to change the exact date in Explore Filters, they select Feb 14 but see the time set to Feb 13 on their device.
To Reproduce
Steps to reproduce the behavior:
Make sure your local device is set to German time zone
Go to Explore Filters and change the exact date to Feb 14
Once you confirm this setting, the UI will display Feb 13 instead of Feb 14
Expected behavior
A user should be able to see the date they have selected in the date picker, regardless of their device time zone.

It's probably worth looking at other date picker applications in the app to make sure we're correctly setting this in other places too.
