Сейчас тестирование настроено только на то, где конфигуратор не нужен. Надо доделать тесты на поднятие прокси и хранилища, чтобы тестировать как они работают. При этом эти тесты надо отделить от GitHub actions, потому что там конфигуратора не бывает (а собственный раннер с 1С - жирно будет, протестируем в своих конторах)
