Marking a resource (in a manifest) as deleted would enable users to verify that certain resources do not exist (their status must be MISSING). If they do exist, Deployster should perform a removal action.
This provides the capacity to safely delete resources through Deployster, and ensure that they don't accidentally get created again later on.
