----Update #1 -----
I switched the Language in Windows, there is an option called language for non unicode program. As soon as I set it to English(US), this problem goes away. I assume the shell.exe on windows or the netcat on linux doesn't support non-unicode character coding.

If the target os is not base on English, the shell will return strange characters. Might be the netcat has troblue to show non unicode characters?
