Error Connecting to graphite dial tcp i/o timeout

Hi Team,

snap task is always going into disabled state and I saw following error.

Background:

• snap and graphite are running as pod in kubernetes cluster versioned 1.8
• snap can telnet to graphite at graphite-statsd-graphite-statsd.monitoring.svc.cluster.local on 2003 with out any issue.
• Is there any timeout parametes at both side that can be increased? Or how we can further debug this issue or what is the solution of this problem.

Here is my private graphite plugin release to support timeout configuration. I will merge it if this can solve your problem.
