Many options to pick from

https://github.com/grafana/grafonnet seems popular
there's many others I could list

Support for Postgres datasource seems unclear with most of them.

grafonnet:

doesn't support postgres, but can be done with workaround
can import existing dashboard json with steps at bottom of this article: https://jack-zhai.medium.com/grafana-as-code-part-%E2%85%B0%E2%85%B0%E2%85%B0-practice-guide-933bc243a785#7d9b
