[Enhancement] prevent "spamming" the log if API limit is reached and pause instanze

Idea:
If the API limit is reached there should be only one message in the log and the instance should be paused.

At the moment you get a message every few seconds and the instance will not work again until the waiting period in the error message is over. So trying it over and over again doesn't make sense.

As a workaround I stop the instance manually and reactivate it after this period. Often I forget to activate it again...
