What is CMS API address written in this file?

It's a new service which acts as an API to CMS. It's available in this branch: https://github.com/kgolezardi/cms/tree/api.
You can see the changes here:
akmohtashami/cms#5

However it hasn't been updated since IOI 2017. It is possible that some adjustment to API might be necessary to get it working with the latest version of CMS.
