Add hooks to signal ingest issues back to engine user

When ad sync errors occur depending on the error the indexer skips over the errors. In some cases ingest is stuck until the error is resolved.

Add mechanisms to notify the engine users of the error. This would then enable Boost for example to surface appropriate UIs to signal errors to the user for potential retries or re-publication of faulty ads.
