  1. docs: add Onmetal Runtime Interface (ORI) documentation 

    - Modify the `Makefile` to include the `--load` flag when building the Dockerfile in the `start-docs` target
- Update the `docs/Dockerfile` to use the `squidfunk/mkdocs-material:latest` image
- Add a new file `docs/concepts/ori.md` with content about the Onmetal Runtime Interface (ORI)
- Modify the `mkdocs.yml` file to include a new section for the ORI concept page
