Epic: Enable Managing Editor Local Development

As a Pleiades Managing Editor, I can use an Ansible script to:

1. configure a bare local Ubuntu server to use as a testing server; and
2. deploy test and production code to both that local testing server and the production server

The README file associated with the Ansible script will have complete and up-to-date guidance for performing these tasks.
