How did you confirm the env var wasn't setting the server property? Please set env var DUMP_SERVER_PROPERTIES to "true" and provide those init logs.

How did you confirm the env var wasn't setting the server property?

I shelled into the container itself, the server.properties were not updating according to what was being set. I manually modified the configuration inside of the pvc while it was scaled down, its showing as enabled now because I edited the configuration.
