Erratic register status for carriers with multiple outbound gateways

When a carrier that requires registration for outbound calls has multiple active outbound gateways, if some REGISTERs fail and others succeed, the REGISTER status stored in jambonz and displayed in the portal is erratic.

Given that an outbound call will try all gateways, the overall register status for the carrier should be OK if any REGISTER has succeeded.
