Balance mismatch warning fixes - unallocated funds

The combined balance is more than allocated funds notification doesn't take into account the remaining amount for the current pay period, so it's always present if the remaining amount for the current period is over the threshold.

This notification should also take the remaining amount for the current period into account.

Also the amount displayed for the current pay period remaining ("is more than all allocated funds total of $XXX ($XXX standing budgets; $XXX current pay period remaining; $XXX unreconciled") is incorrect / doesn't match what the pay period reports.
