Issue on Running npm run start !

I am having Issue of this : 'react-scripts' is not recognized as an internal or external command,
operable program or batch file.
Now How can I resolve this error , If you give answer quickly It will be helpful .
I used below commands before running into above error :
npm install

[yORmOmi]

remove package-lock
and try yarn install

[chkesava]

Can we need to remove means delete the file right
