GoogleComputeProviderMetadata is missing from google-compute. We need to implement this so that locations don't show up unknown. see CloudServersUSProviderMetadata for an example.

note that when you do this, remove the META-INF entry for GoogleComputeApiMetadata and add one for GoogleComputeProviderMetadata
