Password list charset?

Hello I was trying to use the https://github.com/jeanphorn/wordlist/blob/master/passlist.txt with hydra for a ctf parctice. Hydra breaks down with responses of 413 Request too large. I think that some password chars break some parsing.

Some of the firsts passwords in the list have a special character (question mark within a diamond).

I am not sure if I am using the wrong charset. It looks like that character is not a utf-8 char. What charset is this list what character should be that question mark?
