Maven 3.9.1 would help around #3481 #2752 at first glance (+ fix regressions as per https://maven.apache.org/docs/3.9.1/release-notes.html)

This deployment is blocked by jenkins-infra/packer-images#570 (which prevent any release of our image templates).
