Store logs for cancelled and timed out pipelines #22

Pipeline logs are saved for pipelines which have succeeded and failed.
However for pipelines that have timed out or cancelled by the user, the logs are not stored.

The logic should be fixed in the build controller repository (and may touch other repos like jx-pipeline and jx-helpers).
