SSH wait time for connect

Hello!

Faced a problem when you need to set the ssh connection wait time for packer. This is due to the fact that he expects to obtain an IP address, but at the time of the deployment of the operating system in the middle of the installation, the VM receives an IP address and passes it to packer, and then connects via SSH. However, the installation is not yet completed and the SSH service is not working. Is there any way to fix this?
