Allow admins to configure the default libraries and templates shown

Have a UI to set the templates and libraries shown:

1. By default
2. For specific groups

Include the drawio bundled libs in the default libraries list.
Allow users to ignore libraries
Listed for GroupRemoved event and act accordingly
