Move the fetching of stars into a generator, and then use the output of that generator to find the repos to clone or update. That'll naturally slow down the rate at which we hit the stars API

Maybe it'll cause some desync or missed stars, if repos are updated in the middle of a run? Not sure. Probably not a big deal, this is intended as a best-effort archiving, not some guaranteed-lossless thing.
