Should tmuxlayout create panes as needed to match the requested layout? That was my initial expectation when trying it out for the first time.
I'm not sure what the potential repercussions would be - maybe users rely on being able to use a single layout string with eg. 4 or 5 or 6 panes?
I'd be happy to submit a PR either way - either to add panes and note in the docs that panes will be created, or to just improve the docs to make it clear that you have to already have the panes before trying to change their layout.

I'm thinking this behavior should be selectable, maybe a command line option and/or environmental variable that needs to be provided for it to create new windows (-c for create panes?). The way I use it, I use it to re-arrange existing windows, and most of the time I wouldn't want new panes. But if there was a way I could select the behavior, adding new panes as necessary could be a big time saver and I'd accept a PR that had any type of behavior selection for this.
