Missing Language constant value in admin menu if empty #417

Steps to reproduce the issue

Login to Admin area
Go to menus -> All menu items
Select "Administrator" from drop-down
It shows COM_LANGUAGES_MULTILANGSTATUS_NONE

Expected result

It should display a proper message.

Actual result

It shows - COM_LANGUAGES_MULTILANGSTATUS_NONE

System information (as much as possible)
