This tool looks as it was built with linux in mind, but as it is written in Python you can probably use it on windows as well. That said, where would I need to store the mediasorter.yml.sample file on windows? There is no such thing as an /etc folder to put it into.

Hi, I am not the maintainer of this project, but I found it cool and made some modifications in my fork. Regarding your question, you can use the -c option to change the default configuration file path. However, there are still some other minor issues that need to be addressed.
If you are interested, you can check out my fork or directly download it from PyPI. In my fork, I have resolved the Windows compatibility issue, and it should work well for you.
