Type different things with the same key depending on how many times it has been pressed [NOT tap-dance]

Note that I am talking about a different thing than tap dance. Also I fully understand that this likely doesn't exist, but I'm just curious whether it's possible.

For example, if I press " once, it should output “, and then the next time I press ", it should output ” (notice the different directions of the quotation marks). So If I type "hello", it should output “hello”
