Holding shift while tapping a custom shift pair

Hello!
I am currently using a alternative keyboard layout that uses custom shift pairs (' with _, - with ", etc.) and I noticed that when I repeated tap one of these pairs while holding shift, it doesn't keep outputting with shifted character. An example of this would be _'''' where I'm holding shift and pressing ' multiple times.

This is my function in order to do the custom shift pair and I was wondering if there is any way for the custom shift pair to stay shifted while I hold shift.

I believe you can simply remove the S- part and it will work as intended.

I'm guessing you're on Windows, which has the shift removal for some use cases intentionally, as workaround for other Windows weirdness that causes stuck keys.
