add steps to install ckanext-dcat:

pip install -e git+https://github.com/ckan/ckanext-dcat.git#egg=ckanext-dcat
pip install -r ckanext-dcat/requirements.txt

add the following plugin to the list of plugins

ckan.plugins = ....... dcat structured_data
