Several improvements of the Devices overview form:

always show the 'Action buttons'. This prevents the form to blink and shift on selecting Devices
add actions column like the Observation goals form with Edit and Delete
Register new Device button hides behind the menu bar when zooming
make the ID clickable to enter details / edit form?
