Add a mode selection for 'sticky hotkeys' to allow permanently sticky

Users have requested more than once the ability to use sticky hotkeys but have their hotkeys sticking even after the roll is made, rather than applying only until the next roll.
If we have a combobox selection for the sticky option, that should make it possible to let the user choose the behavior of the sticky hotkeys option.
