New Internal Scaler for Azure Cosmos DB

Proposal

Currently, there is only an external scaler available for Azure Cosmos DB (https://github.com/kedacore/external-scaler-azure-cosmos-db ). There is no need to add a special external scaler, and it is suggested to create an internal scaler for easier maintenance and updates.
