Users are missing in user listing

Users with assigned user groups that a user is not allowed to maintain does not appear in the listing

Example: a user with this access can't see users in listing with direct usergroup base_editor_basic
--> all users (except admins and cli_lowlevel or all with a starting "" ) needs be visible even if the user don't have access to the user group of that user (ideally optionally by extension setting because this actual behavior could be also seen as feature for some people)

I need to apply a different workflow to implement this feature. Will brainstorm with some friends about this feature. Will come back tomorrow.
