What is your proposal:
Add more fine-grained pod level LLC/MBA control. This is part of #1798

Why is this needed:
We propose bolstering resctrl capabilities by integrating real-time pod level LLC/MBA monitoring. This richer data landscape will empower Koordinator to make informed decisions regarding the dynamic allocation of LLC, MBA, and potentially even other resources, tailoring them to the specific needs of diverse workloads.
