Subject: [PATCH] Autotools: Replace APCU_CFLAGS Makefile variable with shell
 variable

This replaces the "hacky" Makefile variable usage in config.m4 with a
regular shell variable.

Issue initially noted at https://github.com/php/php-src/pull/15642
