Integrate CACL into notions of protocol executability (make executability deeper than "can invoke")

Notes:

Integrating evidence of CACL policy enforcement within disclosure policy analysis
Mechanism for AM to disclose (or prove) a subset of its policy in a way that is verifiable by clients
