Review tests.raw_dump.py file to consider OF version

The current version o 'raw_dump.py' (inside the testes suit) does not consider the of_version while creating a new message, we need to think about how to improve it.

raw_dump will not be used anymore once https://github.com/kytos/python-openflow/pull/406/files, #404 and application to v0x04 are accepted.
