I think the layout code should finally be updated to work regardless of previously set layout options (geometry package,....) through packages and templates.

• Determine (absolute/relative) placement specifications for all elements of the coverpage
• Implement layout using recent latex technologies (geometry package?)

The masters/doctoral thesis template is located at http://www.latextemplates.com/template/masters-doctoral-thesis. We recommend using the template located at https://github.com/latextemplates/uni-stuttgart-computer-science-template.

I know but it should also work with other templates, because I think it could be a problem with the coverpage not with the mentioned template ;)

I think, the whole package should rewritten using eso-pic, which enables arbitrary positioning on a page. See for instance https://github.com/gi-ev/LNI-proceedings/blob/b5eddce073738e5657ef8213025e6fecc1b85e6e/proceedings.tex#L244.
