Consider a ControlFromCSV file looks like:

Time, u
9/1/2017 00:00:00, u1
9/1/2017 01:00:00, u2
9/1/2017 02:00:00, u3

and the user invokes a simulation by:

start_time = '9/1/2017 00:05:00'
final_time = '9/1/2017 01:05:00'
model.simulate(start_time, final_time)
