Ability to install webhook on issues that you are allowed to do it on.

A UI widget should exist that has 4 states:

You are able to edit webhooks and the webhook is ON
You are able to edit webhooks and the webhook is OFF
You are not able to edit webhooks and the webhook is ON
You are not able to edit webhooks and the webhook is OFF

Tooltip should explain the meaning of each state.

If you are able to edit you can click to toggle the webhook on and off.
