Creating a homebrew recipe for plparrot should be pretty simple. It may require a parrot homebrew recipe for parrot and postgres first.

There are already parrot + postgres homebrew formulas, so this should be easy. Here they are for reference:

This issue is currently blocked on getting PL/Parrot compiling again on the new Embed API.
