vfio sharing of devices allows the user to select a device specified in the hardware model (generated by spec.sh) which is already owned by base os eve for use with zfs.
This results in a degraded/failed zfs pool and an unmanageable device.
We need to detect and block this in similar ways that we detect that e.g., eth1 is used for EVE management trafffic or management traffic uses wwan0 which indirectly uses the USB PCI controller, hence those PCI devices can not be parked at vfio-pci nor assigned to a guest VM.
