Russian characters become a "?"

What steps will reproduce the problem?
1. Click Export to Github on any repository which is in Russian

What is the expected output? What do you see instead?
Russian characters should be visible as usual
But all of them become "?"

What version of the product are you using? On what operating system?
Latest. Windows 8

Could you provide the name of the Google Code project and a link to the GitHub 
resource that is showing "?" characters? I think this might be a duple of #18.

Seems that Google Code repository is SVN and files with russian characters are 
in WIN1251 codepage.

How does export work in this case? I think there have to be a way to set a 
codepage
for one-byte encoded files before converting them into GitHub.
