Update build system to v4 of artifacts #311

The current build system uses v2 of the artifacts, this is depreciated. The fix requires us to update to v3 or 4 (4 being preferred)

We need to fix this before any new pushes to main will be reflected in the built/hosted site

Update only required updating the version number - fixed by #312

But we have a new issue which is the pipeline now identifies broken links
