Verify the fingerprint volume

The verifier needs to check that the SAF code's volume field is consistent with the actual volume of the audio chunk. It may be different by some constant factor that we want to ignore, so we'll need to normalize the two streams of RMS volumes (encoded and actual) so that they have the same moving average value.
