General Improvement for Desklets / Desklet Settings: Show on primary monitor only #835

Similar to how Cinnamon Desktop Settings allow for icons (folders/files) to be displayed only on the primary monitor, I think Desklets need the same capability.
When using a multi-monitor setup, and switching between use of 2 or just 1 display, a lot of the time, the Desklets will get lost on the other monitor.

I support this, this will improve the UX. Despite being not a crucial improvement to Cinnamon.
