Based on a recent conversation in the foundry telegram group, it seems like we'll just be able to set a flag in our .env file to enable or disable mainnet forking for testing. When this is implemented we should adopt that approach. It will allow us to have one set of make commands that can be run locally or against a mainnet fork.
