Suspend webforms for a period of time #33

@Adnan-cds would like to find a way to suspend webform submissions while deploying changes to the forms site.

If a user is in the middle of completing a form, we need a way to notify users that they will loose their data.

Maybe turning the webforms off?

Notify the users with a popup notification and give a count down?
