I was just on https://site4.demo.microsites.localgovdrupal.org/ and noticed that when there's a logo, site name and site slogan but no menus the items are aligned with the logo far left and the text far left.

When there is a menu the branding items are arranged in the more usual pattern.

I don't recall that this was by design, but I may be wrong.

Definitely does not look like it was be design.
