Users skipping to the main content of the page are not taken to heading level 1

Using a screen reader (NVDA) to navigate the site -
Tab to the "Skip to Main Content" link and I would expect to be taken to a "H1" tagged item but instead we are taken to a "H2" tagged text item.

This is the case for several pages - eg:

https://test.localgovdrupal.org//test-subsite-demo-all-components
https://test.localgovdrupal.org/fostering

The h2 style for these headlines seems to be defined in the "node--localgov-subsites-page--full.html.twig" template.
