We can use sphinx, and base it off of the OnionShare documentation site:

code: https://github.com/onionshare/onionshare/tree/main/docs
hosted website: https://docs.onionshare.org/2.6.2/en/

We can use a GitHub Actions workflow to deploy a new version of the documentation every time a release tag is created.
